BERAPA BILLIONKAH NILAI PENJENAMAAN SEMULA NAJIB?

Analisis: Berapa billionkah nilai penjenamaan baru Najib?

Khamis, 9 Oktober 2008 •

KUALA LUMPUR (Reuters) - Malaysia's deputy premier Najib Razak looks to have an easy path to the top job in ruling party elections in March, but an unseemly scramble for power around him could damage his efforts to rebuild the government.

Najib was effectively handed the premiership of Malaysia when Prime Minister Ahmad Abdullah Badawi said on Wednesday that he would stand down in March as the leader of the main ruling coalition party, the United Malays National Organization (UMNO).
Despite one declared challenger, the party presidency looks to be settled but the battle for deputy and other posts will be messier.

Horse trading and "money politics" as officials lobby to get closer to power could further taint the image of the party that has ruled Malaysia for 51 years.
"The realignment of backers and allies, and the race for power and positions, has begun," said Zainal Aznam Yusof, a respected Malaysian economist and a member of a government council set up recently to deal with economic problems.

"One dreads to hear the sound of money greasing the wheels of UMNO," Zainal wrote in an editorial in the New Straits Times.

That could damage Malaysia's chances of attracting new investment and fending off the fallout from the global financial crisis, which is set to cut demand for its exports.
Local investment bank CIMB this week cut its 2009 growth forecast to 3.0 percent from 5.0 percent.

After decades in power, corruption and nepotism have grown to plague UMNO and the entire Barisan Nasional governing coalition, alienating core Malay voters who feel they have gained little while party leaders and the elite have prospered.
It was a pledge to stamp out corruption that won Abdullah a landslide victory in elections in 2004, and the failure to do so saw the government slump to its worst ever election result in March 2008 and eventually forced him out of office.

Malaysia's ranking in the Transparency International corruption index fell to 43rd from 37th during his tenure.
Najib's possible challenger, former finance minister Tengku Razaleigh Hamzah, said corruption was on the rise in UMNO.

"I have received numerous complaints of money politics, and I hope the Anti-Corruption Agency will take action against the culprits," Razaleigh was quoted as saying in the Star paper.
While Najib is viewed as a stronger leader than Abdullah, he is still vulnerable to attack by the opposition, which is riding a wave of popularity under new leader Anwar Ibrahim.
Anwar, himself a former deputy prime minister, used arms procurement contracts undertaken while Najib was defense minister to attack the government in the election campaign.
When he formed his new government after the March elections, Abdullah was forced to defend Najib, saying there was no proof he was involved in any corrupt activities.

A leading blogger is also currently in court relating to charge of sedition over allegations he made that Najib was involved in the murder of a Mongolian model. Najib has firmly denied those charges and said they are a smear.
Anwar returned to the attack on Thursday during his trial on what he says are trumped up charges of sodomy, a reprise of the issue that saw him kicked out of office and imprisoned in the late 1990s.

"Certainly not. He never talks about reforms in the judiciary, free media, democratic process. He hasn't given clues how he can manage the economy," Anwar said when asked whether Najib would be a better leader than Abdullah.

MAHATHIR PULLING THE STRINGS?

One of the first critics of Abdullah was former Mahathir Mohamad, prime minister for 22 years. It was Abdullah's decision to end some of Mahathir's expensive infrastructure projects that triggered his decision to quit UMNO and his subsequent sniping.

Now that Abdullah is going, Mahathir will return to UMNO -- and possibly his influence.
"It's not Najib that is going to rule. It's Mahathir going to pull all the strings from now on, from behind the scene," said Terence Gomez, professor at the University of Malaya.

That means Malaysia is unlikely to see big reforms under Najib of the kind that are needed to reassure investors who want issues such as lack of transparency in the judiciary addressed.
At the same time, the prosecution of bloggers and others who challenge the government is likely to rise under Najib. A recent crackdown at has drawn criticism from human rights and journalist groups and important trading partners such as theU.S.
"We are going to see a clear repression or suppression of media space," Gomez said.

Next Malaysian leader to follow father's footsteps

The Associated Press

Published: October 9, 2008

KUALA LUMPUR, Malaysia: Najib Razak, who is poised to become Malaysia's sixth prime minister, comes from a family of political aristocrats that produced two of the country's last five leaders.

Respected for his sharp intellect and unflappable demeanor, Najib was always expected to take power someday. But he will do so sooner than predicted in an effort to restore the ruling coalition's fortunes after a calamitous performance in March general elections.

Prime Minister Abdullah Ahmad Badawi announced Wednesday that he would hand power in March 2009 to Najib, his current deputy whose mettle has been increasingly tested by opposition attempts to link him to corruption, sexual impropriety and even murder.

"He has the experience, faced the challenges. He is a very polished politician, well-trained, well-exposed," said Mohamad Mustafa Ishak, a political analyst at Universiti Utara Malaysia.
"People have high hopes for Najib," he said.

Najib's father and uncle served as prime ministers in the 1970s. Najib, 55, earned an economics degree from the University of Nottingham in Britain and returned home to work for the central bank and the national oil company.

He entered politics only after his father, Abdul Razak, died from leukemia in 1976. Five weeks later, a 22-year-old Najib was elected into Parliament, becoming the youngest lawmaker ever at the time.

In 1991, he became defense minister and modernized the armed forces with high-tech acquisitions.
When Abdullah became premier in 2003, he made Najib his deputy and probable successor. Najib was expected to bide his time until Abdullah completed what many expected to be at least two five-year terms in office.

The government's loss of its longtime two-thirds parliamentary majority in March elections was the catalyst for Najib to take over the premiership.
The mild-mannered Abdullah, 68, faced months of pressure to let a new leader confront mounting economic headaches and a resurgent opposition, led by former Deputy Prime Minister Anwar Ibrahim, that hopes to topple the government through parliamentary defections.

Malaysian government wants to ban Hindraf

Kyrgyzstan News.NetWednesday 8th October, 2008 (IANS)

The Malaysian government wants to ban the Hindu Rights Action Force (Hindraf) that has on many occasions caused unrest, says a top home ministry official. As Hindraf was not a registered organisation, the ministry's legal unit would look into the technicalities of disbanding the group, home ministry secretary general Abdul Aziz Mohammed Yusof told The New Straits Times Tuesday.

He said Hindraf had been creating unrest within the community, citing the recent 'gatecrashing' of the Hari Raya open house that Prime Minister Abdullah Ahmed Badawi and his cabinet hosted last week.

Hindraf's 'insolence', he said, had angered many, especially Muslims who felt the group had marred the spirit of the Hari Raya festival -- as Eid is known in this part of the world.About 165 Hindraf activists and their families utilised the open house to voice their demand for freedom of five of the organisation's leaders -- M. Manoharan, S. Kengadharan, P. Uthaya Kumar, Ganabatirau and Vasanth Kumar -- who are serving two-year terms.Speaking to the New Straits Times from Singapore, Abdul Aziz was also bemused at reports that Hindraf had lodged a police report against Home Minister Syed Hamid Albar and Malay language daily, Utusan Malaysia, for allegedly hurting the feelings of Hindraf members in a news report.

He said if the report had been made under Hindraf's name, it would be ridiculous as the group was not even a formal entity. The five Hindraf leaders in detention had organised a protest rally last November here that was attended by 10,000 people. It sought to highlight the grievances of Malaysia's 2.6 million ethnic Indians, a bulk of them Tamil Hindus, about jobs and education. The rally was broken up and the five were detained under the stringent Internal Security Act (ISA).

Prime Minister Badawi had on Monday said he was irked and 'disappointed' by Hindraf's attitude during the incident.Having allowed the group who came in colour-coordinated T-shirts to join the celebrations, Badawi said he regretted their unruly behaviour of chanting for the abolition of the ISA and the release of their leaders detained under the act.Badawi said the group was also 'arrogant' as they did not bother to shake the extended hands of the hosts and country's leaders who stood in a line to greet visitors to the open house. The Badawi government has alleged that Hindraf has terror connections, particularly with the Liberation Tigers of Tamil Eelam (LTTE) of Sri Lanka.

Abdullah Plans to Quit as Malaysian Premier in March (Update1)

By Manirajan Ramasamy and Soraya Permatasari

Oct. 8 (Bloomberg) -- Malaysian Prime Minister Abdullah Ahmad Badawi said he plans to step down in March, 12 months into a five-year term, as his weakened ruling coalition tries to repel a resurgent opposition's attempts to take power.

Abdullah, 68, won't defend his post as head of the United Malays National Organisation, the largest group in the alliance, at next year's party elections, he said today in Kuala Lumpur. He plans to hand over to his deputy, Najib Razak.

Malaysia's government faces an emboldened opposition led by Anwar Ibrahim, who says he has gained support from enough ruling coalition lawmakers to topple the government. Abdullah and Najib have rejected that claim and called Anwar's campaign for power, including a pledge to scrap Malaysia's preferential policies for the ethnic Malay majority, a threat to the multiethnic country's economy and security.

``Najib may be able to do more than Abdullah to stay in power,'' said Mary Magdaline Pereira, associate professor of policy studies at Malaysia's Universiti Teknologi Mara. The National Front coalition, in power since Malaysia's independence in 1957, lost a record number of parliamentary seats and its two-thirds majority in this year's March general election.

To remain as prime minister until the party elections, Abdullah will still have to fend off a possible vote of confidence. Last month, with parliament in recess, Anwar demanded an emergency session to vote against Abdullah and his administration. The prime minister refused and said Anwar would have to wait until the house resumes on Oct. 13.
Political Father

Abdullah had previously announced a June 2010 transition of power to Najib, 55, saying he wanted to rid the judiciary of any perception of corruption and tackle graft in the government.
Najib entered parliament at the age of 22 to represent the district that had been held by his father -- Malaysia's second prime minister.

In a video message on his Web site, Najib has pledged to restore confidence in Malaysia's public institutions and ``to work for the change'' that the public demanded in this year's election. Echoing promises made by Anwar, Najib said on his blog that new policies are needed to help Malaysians on the basis of need rather than ethnicity.

Still, Najib said the ruling coalition's grouping of parties representing Malaysia's races is the best formula for unity. Malaysia's 27 million population is mostly Malay, and the largest ethnic minorities are Chinese and Indian. All three groups have parties in the National Front coalition.
`Squatters'

Political and racial tensions have risen since Anwar's three-party People's Alliance won control of an unprecedented five of Malaysia's 13 states and fell 30 seats short of ousting the coalition from the 222-member parliament.

A junior official of Najib's United Malays National Organisation in August was reported calling ethnic Chinese citizens ``squatters,'' leading to an outcry by two Chinese- based parties that are part of the ruling coalition. Najib apologized for the comments.

Malaysia's law minister resigned last month after police on Sept. 12 arrested an opposition lawmaker and a reporter under security laws that allow indefinite detention without trial. Both women have since been released.

A blogger who accused Najib of having an affair with a 28- year-old Mongolian interpreter before she was murdered remains imprisoned. Najib denies ever meeting the victim. Abdul Razak Baginda, a political analyst who was once employed by Najib, is on trial for abetting the killing by two police officers.

Anwar faces his own legal challenge in his quest for power: an accusation of illegal sex with a man that may put him in jail for 20 years. A similar charge sent him to prison for six years in 1998, forcing him from a government where he was then deputy leader. That sodomy conviction was overturned in 2004.

Anwar, 61, pleaded not guilty to the latest charge, and claimed it's politically motivated, an allegation both Abdullah and Najib have denied.

Anwar concerned with fair trial

Home » News » World

Tue, 7 Oct 2008

Malaysian opposition leader Anwar Ibrahim has cried foul over a government bid to move his sodomy trial from a lower court to the High Court, saying he fears he will end up facing a biased judge.

Anwar has been charged with sodomizing a 23-year-old former male aide, and faces up to 20 years in jail if convicted. Anwar, who led the opposition to spectacular electoral gains this year and sees himself as the next prime minister, has dismissed the allegation as a political plot by the government.

Before a date could be set for Anwar's trial to begin in a district court, Attorney General Abdul Gani Patail, the top judicial official in the country, ordered it to be transferred to the High Court.
"I am concerned over the issue of fair trial," Anwar told reporters during a break in a hearing before district court Judge Komathy Suppiah to decide if the case should stay with her or be transferred to the High Court.

"I find it difficult to understand why the AG (Attorney General) is so desperate, fighting tooth and nail, to go to the High Court. That has raised a lot of suspicion" that the government would pick a biased judge, he said.

Defence lawyers says Abdul Gani should keep out of the case because of his alleged involvement in a previous sodomy accusation against Anwar, in 1998. Anwar has accused Abdul Gani and national police chief Musa Hassan of fabricating evidence against him in that case.
Anwar's lawyer said Prime Minister Abdullah Ahmad Badawi had assured the nation that Abdul Gani would not be involved in the latest case.

"The AG should play no part, and he should not be deciding this," Anwar's lawyer, Sulaiman Abdullah, told the court. Abdul Gani's order "is not valid because it is signed by somebody who has been disqualified," he said.

In the 1998 case, Anwar was convicted of sodomizing his family driver, as well as corruption. He was sentenced to 15 years in prison for the crimes, which he has consistently denied committing. He was freed in 2004 after Malaysia's highest court overturned the sodomy conviction.

The latest sodomy allegation surfaced in June, about four months after Anwar's three-party alliance won an unprecedented 82 seats in the 222-member Parliament, up from 19 before. He is now threatening to bring down the government with parliamentary defections from the ruling party.

Prosecutor Yusof Zainal Abiden urged Judge Komathy to "follow the procedure" and order the case to be moved to the High Court.

She is expected to decide on the issue later Tuesday.

Malaysian opposition leader says leadership transition will do nothing to reform a corrupt administration. -AFP

KUALA LUMPUR, MALAYSIA - A LOOMING leadership transition in Malaysia's ruling coalition will do nothing to reform an administration mired in corruption, opposition leader Anwar Ibrahim said on Tuesday.

Prime Minister Abdullah Ahmad Badawi, who led the coalition to its worst ever performance in elections this year, is expected to announce shortly whether he will stand aside next March in favour of his deputy Najib Razak.

'I don't believe that Najib will be able to garner support or credibility, or manage the economy and rid the country of corruption,' Mr Anwar told reporters.

'The leaders must be credible and we are talking about a system tainted with corruption, condoning criminality, and therefore it is important we continue to call for reform and changes.'
Mr Anwar, who has said he has the support of enough lawmakers to topple the government, is also battling a sodomy charge which he says is politically motivated and aimed at preventing him from seizing power.

He has been accused of sodomising a 23-year-old former aide - the same charge that saw him jailed a decade ago after he was sacked as deputy prime minister.
Mr Anwar had a small victory in court Tuesday when a judge fended off a government attempt to move the case to the High Court.

Mr Anwar, who has said he fears the government could fix the trial if it is heard in the High Court, questioned the motivation of Attorney-General Abdul Gani Patail, who he is suing in connection with his earlier conviction.

'I am concerned only about the issue of fair trial. I am finding it difficult to understand why the attorney-general is so desperate, fighting tooth and nail to get the case out of this court,' he said.
The Sessions Court will hear arguments from both sides over the transfer of the case until Wednesday. -- AFP

Malaysia PM keeps nation guessing on stepping down

The Associated Press
Published: October 6, 2008

KUALA LUMPUR, Malaysia: Malaysia's prime minister kept the nation guessing Monday on whether he will step down soon amid a festering rebellion in the ruling party, saying he will announce his decision in a day or two.

Party members have clamored for fresh leadership after Prime Minister Abdullah Ahmad Badawi led the government to its worst performance ever during general elections in March.
Speculation is that Abdullah will not last beyond March 2009, when the ruling party, the United Malays National Organization, is scheduled to elect its top office bearers.

There are indications that Abdullah will not defend the post of party president, and by extension resign as prime minister.
"I will decide either tomorrow or Wednesday" whether to contest or not, Abdullah told reporters.

All five prime ministers since Malaysia's independence from Britain in 1957 have served as party president, while the deputy prime minister typically holds the second top post in the party's leadership.

If Abdullah decides against contesting, Deputy Prime Minister Najib Razak is widely expected to be his replacement. The only other contender in the field, veteran politician Razaleigh Hamzah, is unlikely to get the nominations of a minimum of 58 district chiefs required to run for the top job.

Party members in the country's 191 districts will begin meetings Thursday to decide on the nominations.
Abdullah said he will call a meeting of the 13-party National Front ruling coalition on Wednesday to discuss future plans.

"Our colleagues (in the National Front) have already indicated they would like to be briefed on what we are doing and what the plans are going to be," Abdullah said, refusing to elaborate.
With Abdullah most likely to step aside, and Najib moving up one notch in the hierarchy, senior politicians have started scrambling for the No. 2 post in the ruling party. At least four politicians have publicly declared their intentions to contest with a few more on the sidelines.
When asked if this was healthy given that he has not yet declared his intention to withdraw from the race, Abdullah said, "It is their choice."

"After a while some of them will drop out. After that there will be left only two, perhaps only one," he said.

Nearly a dozen more will contest three vice presidential slots, while scores will vie for the 25-member Supreme Council policy-making body.

The United Malays National Organization, which represents majority ethnic Malays, has been the bedrock of Malaysia's government for five decades but has been discredited since the March elections returned the party to power with a simple majority, instead of the two-thirds majority it has enjoyed since 1969.

The new party president's task is cut out — to counter opposition leader Anwar Ibrahim's three-party alliance which is threatening to topple the government through parliamentary defections.

Malaysia writer in sedition trial

Raja Petra is already in jail under a law that allows detention without trial
A prominent anti-government blogger has gone on trial in Malaysia on charges of sedition.
Raja Petra Kamaruddin, who is already in jail after being detained under the Internal Security Act, faces charges dating back to an April blog posting.

In the blog, he allegedly implied high-level involvement in a murder case.
His supporters say he is being punished twice, as part of government efforts to use the judiciary to punish its political opponents.

Raja Petra published the country's best-known political blog, Malaysia Today.
In the April posting, he published an article entitled "Let's Send the Altantuya Murderers to Hell".

This allegedly suggested that involvement in the 2006 murder of 28-year-old Mongolian woman Altantuya Shaariibuu went as high as the office of Deputy Prime Minister Najib Razak.
Mr Najib has consistently denied any involvement.

Ms Shaariibuu had worked as a translator on several government trips.
Prosecutors in the case say two policemen killed her and blew up her body with explosives.
They claim that think-tank director Abdul Razak Baginda, a close associate of Mr Najib, collaborated in the murder because the woman was demanding money after he ended an affair.
The three men are on trial for the murder.
Double jeopardy?

The Associated Press reported that Raja Petra looked frail when he was brought in handcuffs in a police van for the trial.

"They are penalising him twice... It's double jeopardy. But his spirits are up," said Raja Petra's wife, Marina, at a district court, AP reported.

Several dozen supporters greeted Raja Petra at the Kamunting Jail in central Malaysia, wearing T-shirts with slogans such as "I am with RPK", "Free RPK", and "No to ISA".

Raja Petra was arrested on 12 September under the Internal Security Act (ISA) as part of a government clampdown on opposition voices.

An opposition member of parliament and a journalist also arrested at the same time were soon released.

Mr Najib is widely expected to take over as prime minister when incumbent Abdullah Badawi agrees on a transition date.

Mr Abdullah has lost widespread support following the ruling party's poor showing in elections in March.

KOTA BARU, MALAYSIA: Datuk Zaid Ibrahim, who resigned as minister in the Prime Minister's Department last month, may be changing his mind about not leaving Umno.
His reason is that he does not see a future for him in the party.

"I have given 20 years of my political life (to Umno) and I have got into a lot of difficulties because of my views and not that I was disloyal.

"I have always had different views on many things previously and today.

"I have been suspended from the party for nothing and now disqualified from running for (the Kota Baru) division election.

"So what do you want me to do if you are in my position?" Zaid said at his house in Pasir Hor here yesterday.

He tendered his resignation in mid-September over the government's use of the Internal Security Act on three individuals, including DAP stalwart Teresa Kok and blogger Raja Petra Kamaruddin but said he would not quit the party.

On reports that he had been courted by Parti Keadilan Rakyat and met its adviser Datuk Seri Anwar Ibrahim, he said he had met Anwar and Kelantan Menteri Besar Datuk Nik Aziz Nik Mat as friends.

"I met Nik Aziz on Friday to wish him Selamat Hari Raya and we spoke about national issues, but did not touch on personal things."

Malaysia race heats up for ruling party top posts

KUALA LUMPUR, Malaysia: Malaysia's senior politicians have started scrambling for coveted posts in the ruling party amid expectations of a major power shuffle once the embattled prime minister steps down.

The contest will carve the next set of leaders in the United Malays National Organization, which has been the bedrock of Malaysia's government for five decades but is battling to regain its luster after dispiriting results in March general elections.

Contenders are now vying for the support of party officials in 191 districts that will launch a series of nationwide meetings Thursday aimed at nominating candidates to compete in the party's top-level ballot scheduled for March next year.

"Nominations will start, and the ground troops are all set for some serious political maneuverings. Things are going to be hot in the next few weeks," said Ahmad A. Talib, former chairman of the Malaysian Press Institute.

Party members have clamored for fresh leadership after the government retained power with only a simple parliamentary majority in March. The party, whose members are from the ethnic Malay Muslim majority, is the biggest component of the multiethnic ruling coalition.
Today in Asia .

Prime Minister Abdullah Ahmad Badawi, who endured much of the blame for the coalition's worst electoral performance ever, is widely expected to announce within a few days that he will not defend his position as the party's president.

Abdullah's deputy, Najib Razak, apparently has enough nominations to fill Abdullah's slot. His only known challenger is Razaleigh Hamzah, a lawmaker who might not receive the minimum number of 58 district nominations needed to formally contest the top job.

Candidates will likely to pledge to reinvigorate the party to fend off opposition leader Anwar Ibrahim's three-party alliance. Anwar has unsettled many government supporters since March by trying to topple the ruling coalition through parliamentary defections.

All five prime ministers since Malaysia's independence from Britain in 1957 have been the president of the Malay party, while the deputy prime minister is typically the party's No. 2.
International Trade Minister Muhyiddin Yassin is the front-runner for the deputy presidency, but a junior Cabinet minister and a state chief last week offered to also contest the post if Najib moves up. Others might enter the race after Abdullah confirms his retirement.

Other contests will be even more crowded. Nearly a dozen popular figures might seek the party's three vice president slots, while scores of others will jostle to fill the 25-member Supreme Council policy-making body.

Does cyber-terrorism exist?

Date: October 2008Source: crn.com.au

Global security experts gathered in Malaysia last month to help ramp up the world’s defenses against cyber-terrorism.Dubbed by organisers as ‘the largest ministerial-level gathering ever organised about cyber-terrorism’, the World Cyber Security Summit (WCSS), was recenlty held in Malaysia. Hosted by the International Multilateral Partnership Against Cyber-Terrorism (IMPACT), government representatives from all over the globe including Australia joined private sector and prominent security experts.
The summit was chaired by Malaysian Prime Minister Dato’ Seri Abdullah Ahmad Badawi with international speakers such as Professor Howard Schmidt, former White House security advisor and former chief security officer at Microsoft and eBay.They were joined by a multitude of security experts including Mikko Hypponen, chief research officer at F-Secure; Dr Paul Twomey, president and chief executive officer of ICANN; Dr Vinton G. Cerf, ‘Father of the Internet’ and chief Internet evangelist at Google and Eugene Kaspersky, founder and chief executive officer of Kaspersky Lab.Australia was well-represented with officials from the Attorney-General’s office and other government bodies attending the three-day summit.
According to IMPACT, the goal was to chart the future course for IMPACT as a global multilateral platform using ministerial roundtables, plenary sessions and information-sharing sessions about the latest cyber-security threats, trends and issues, such as, ‘Global Denial of Service’.According to Kaspersky, IMPACT is a unique initiative, aimed primarily at consolidating efforts against cyber-terrorism.
“Like all forms of terrorism, cyber-terrorism does not recognise borders or laws, the threat of cyber-terrorism is real,” said Kaspersky.
Cyberwarfare has emerged as a genuine tool of attack against governments, critical infrastructure and corporations. Most recently, Chinese hackers were accused of attacking CNN’s website following its broadcasts of Tibetan protests earlier this year. The Estonian government accused Russia of launching a cyber-war back in April 2007 after a number of its websites crashed. The Russian government denied any involvement.
The incident forced NATO, the North Atlantic Treaty Organization, to think about the consequences of cyber-terrorism this year, announcing its intentions to build a dedicated cyber-warfare centre in Estonia. It has also been claimed that governments have recruited hacker armies, for example, North Korea has a legion of hackers, according to Ken Low, security marketing director at security vendor, TippingPoint.Dmitri Alperovitch, director, intelligence analysis at Secure Computing Corporation, addressed a room of delegates at the RSA Conference in San Francisco in April and confirmed that cybercrime is financing criminal activity including terrorism and people are dying.
“There are clear cases to date of cybercriminal activity resulting in deaths of people,” he said. “This is not just bits and viruses; this is not just someone stealing a Word document; there’s a lot of talk about ties to terrorism and organised crime,” said Alperovitch.
Nationally, a new TippingPoint report, Cyber Hack Update 2008 found that cyberattacks targeted at Australian Government websites are increasing. Despite the report’s failure to determine the culprits and their motives, it does confirm the existence of a local threat. The report found that attacks on Western Australian Government websites increased by 121 percent from 2007 to 2008. Attacks on South Australian Government websites increased by 29 percent and the Queensland Government had a 13 percent increase, year on year. “Australia is a high profile country despite its population,” said TippingPoint’s Ken Low.

Free Speech Malaysia

October 2008

Human rights observers and free speech advocates are condemning the Malaysian government’s continued use of the country's Internal Security Act to arrest opposition political leaders and journalists.Raja Petra Kamarudin, founder and editor of the Malaysia Today Web site, and Tan Hoon Cheng, a reporter for the Sin Chew Daily, were detained September 12 under an article of Malaysia’s Internal Security Act, or ISA, for allegedly threatening "security, peace and public order." Ms. Tan Hoon Cheng has subsequently been released.

However, on September 22, Home Minister Syed Hamid Albard authorized Raja Petra’s detention for two years. Earlier in September, Malaysian police also detained Teresa Kok, a member of Parliament from the opposition Democratic Action Party, for allegedly violating the ISA. She was released after one week, with no charges ever filed by the government.

"The Malaysian government has taken its repression of dissenting voices to a new level," said Joel Simon, Executive Director of the Committee to Protect Journalists. "The Malaysian government is using this law as a repressive measure to control dissent," said Amnesty International in a statement issued September 12.

Over sixty people are reportedly being detained under the Internal Security Act. A vestige of British colonial rule, the ISA empowers police to arrest without warrant and hold up to sixty days any person who acts "in a manner prejudicial to the national security or economic life of Malaysia." In addition, access to legal counsel may be denied, and court proceedings may take place in secret. Upon the recommendation of an advisory board, the Home Minister may authorize further detention for up to two years, with an unlimited number of two-year periods to follow.

The Malaysian Bar Council (an independent body of legal professionals) has asserted that detentions under the Internal Security Act should be subject to full judicial review. However, Malaysian courts are not allowed to review procedural challenges to ISA detentions.U.S. State Department Spokesman Sean McCormack said in a statement issued September 18,

"The United States firmly believes that national security laws, such as the ISA, must not be used to curtail or inhibit the exercise of universal democratic liberties or the peaceful expression of political views. The detention of opposition leaders under the ISA would be viewed by the United States and the international community as a fundamental infringement of democratic rights and values."
