Diketika pihak keselamatan bersiap sedia untuk bertugas, pihak rakyat juga siap siaga untuk menjalankan tugas yang diamanahkan dengan menyediakan semua keperluan di tapak utama ceramah di hadapan masjid jamek Kubang Semang yang dijangka menjadi "kubu" utama Pakatan Rakyat.

Proses pemasangan lampu sedang siap dijalankan dan dijangka akan di rasmikan oleh calon.

Penempatan anggota keselamatan di Bukit Mertajam iaitu 3 kilometer dari Penanti.Proses membina khemah sedang giat dijalankan.
Terbukti tidak ada sebarang kejadian yang tidak diingini berlaku di pilihanraya dan kita berharap ianya akan kekal begitu.

2. Tuan Amran bin Ab. Ghani [Tanah Merah] minta Menteri Dalam Negeri menyatakan :-


(a) berapakah jumlah perbelanjaan keseluruhan yang digunakan untuk pasukan polis yang terlibat dalam pilihan raya di Kuala Terengganu; dan




(b) senaraikan kes rusuhan dan keganasan yang berlaku dalam pilihan raya kecil Kuala Terengganu.


Timbalan Menteri Dalam Negeri [Dato’ Chor Chee Heung]: Tuan Yang di-Pertua, saya mengucapkan berbanyak-banyak terima kasih kepada Yang Berhormat Tanah Merah yang telah pun mengemukakan pertanyaan pada pagi ini.Tuan Yang di-Pertua, izinkan saya juga menjawab pertanyaan ini serentak bersama-sama pertanyaan Yang Berhormat Kuala Terengganu, Yang Berhormat Gombak bertarikh 10 Februari 2009, Yang Berhormat Kuala Krai bertarikh 24 Februari 2009, Yang Berhormat Ketereh bertarikh 26 Februari 2009, Yang Berhormat Pendang dan Yang Berhormat Shah Alam bertarikh 2 Mac 2009, Yang Berhormat Machang bertarikh 12 Mac 2009, Yang Berhormat Batu bertarikh 17 Mac 2009 dan Yang Berhormat Baling dan Yang Berhormat Bachok bertarikh 18 Mac 2009 kerana pertanyaan-pertanyaan ini semua tersebut adalah mengenai perkara yang sama.


Timbalan Yang di-Pertua [Datuk Ronald Kiandee]: Baik.Dato’ Chor Chee Heung: Tuan Yang di-Pertua, untuk makluman Ahli Yang Berhormat dan Dewan yang mulia ini jumlah keseluruhan perbelanjaan Polis Diraja Malaysia bagi penugasan operasi pilihan raya kecil kawasan P36 Kuala Terengganu ialah sebanyak RM15.15 juta.



Pecahan perbelanjaan tersebut adalah meliputi kos perjalanan dan sara hidup berjumlah RM2.7 juta,

perhubungan dan utiliti berjumlah RM50,000,

sewaan kanopi berjumlah RM6 juta,

pembekalan makanan kering dan minuman berjumlah RM65,000,

pembekalan bahan api dan alat ganti berjumlah RM698,000,

pembekalan bahan mentah dan lain-lain berjumlah RM310,000,


penyelenggaraan dan pembaikan kecil berjumlah RM830,000,


dan pembekalan makanan bermasak dan penginapan berjumlah RM4.5 juta.

Penugasan kali ini melibatkan seramai 3,376 orang anggota dan pegawai polis yang mana yang terdiri daripada semua jabatan atau pun cawangan dalam Polis Diraja Malaysia seperti Cawangan Khas, Jabatan Siasatan Jenayah, Jabatan Siasatan Jenayah Narkotik, Jabatan Siasatan Jenayah Komersial, Pasukan Gerakan Am, Pasukan Simpanan Persekutuan, Trafik, Unit Udara Polis dan Tugas Am.

Di antara bentuk penugasan yang dilaksanakan ialah penugasan di bawah keperluan Suruhanjaya Pilihan raya, kawalan keselamatan orang ramai, kawalan lalu lintas dan rondaan berkala. Manakala jumlah kelengkapan yang terlibat dalam operasi P36 ialah dua unit helikopter dan satu unit fixed wing dari Unit Udara, tiga Unit Armored Personnel Carrier dan Unit Kereta Perisai, 68 buah kereta peronda MPV, 238 buah motosikal berkuasa tinggi dan 58 buah motosikal ringan dari Unit Trafik dan senjata api jenis Walther P99 side arm sebanyak 3,376 unit.

Tuan Yang di-Pertua, hasil daripada kawalan keselamatan yang dijalankan oleh pihak polis berserta kerjasama yang baik dari orang awam, tiada sebarang kes rusuhan atau pun kejadian yang tidak diingini berlaku di sepanjang pilihan raya kecil P36 Kuala Terengganu. Tuan Yang di-Pertua, untuk makluman Dewan yang mulia ini juga pembekal kanopi sewaktu pilihan raya kecil Kuala Terengganu ialah sebuah syarikat yang dikenali sebagai Syarikat Rukun Saksama Sdn. Bhd. Sekian, terima kasih.

Dari segi perbandingan kos dengan Permatang Pauh, saya ingin memberitahu Dewan yang mulia ini bahawa jumlah yang dibelanjakan di Kuala Terengganu agak lebih tinggi sedikit daripada Permatang Pauh. Sekian, terima kasih.

Democracy by force in Malaysia By Anil Netto


IPOH, Perak - The battle of Malaysia's ruling Barisan Nasional (BN) coalition to regain control of the second-largest state on the Malaysian Peninsula may have come at a heavy price to its long-term credibility and raises questions about new Prime Minister Razak Najib's emerging brand of leadership. Any semblance of democratic norms rapidly vanished this week when police entered the Perak state assembly hall and physically dragged away the opposition People's Alliance House speaker, in full ceremonial regalia, so that a candidate from the BN could take over the position.




Prior to the incident, rival assembly members were locked in a stand-off, with assembly members from the People's Alliancecalling for fresh state-wide elections for Perak and the BN claiming its right to lead the assembly after three defections this year gave it a slim majority of 31-28. The defections, which came under questionable and controversial circumstances, sparked a constitutional crisis when the assembly speaker refused to recognize the defections and declared the three seats vacant.



However, the Election Commission refused to endorse the holding of by-elections to fill the seats, nor would it allow the People's Alliance to dissolve the house to hold fresh state-wide elections. Meanwhile, the assembly's privileges committee, made up of People's Alliance members, in apparent retaliation, suspended the BN's candidate for the Perak chief minister's post and his team of six assembly members appointed to other Perak government committee positions. That set the stage for the police raid on the state assembly building, where 69 People's Alliance supporters, including 10 elected representatives from the federal parliament and other state assemblies were detained.


Later people wearing black T-shirts to protest against a "black day" for Malaysian democracy were targeted as police had obtained a court injunction forbidding anyone from entering a 500-meter radius of the assembly building. Half a dozen riot police trucks blocked the main entrance to the assembly, and even opposition members of parliament were turned away from the opening ceremony of the assembly's sitting. Perak was one of the five states, out of a total of 13, which fell to the People's Alliance in last year's watershed general election - the worst performance ever for the BN, which has ruled Malaysia uninterrupted since achieving independence from the colonial British.



Before taking power last month from premier Abdullah Badawi, Najib was widely seen as the driving force behind moves to restore the BN's power in Perak, including orchestrating the defections. A similar power grab unfolded in the state assembly on Thursday as speaker V Sivakumar refused to budge from his seat, even for lunch or to go the washroom, for fear the BN would install a new speaker. That did not stop the BN assembly members from electing a non-assembly member to the seat, leveraging their 31-28 majority even though Sivakumar had rejected their motion and ordered the 10 suspended BN assembly members out of the assembly. But Sivakumar soon found his microphone was switched off and the situation verged on farce when the new BN appointed speaker R Ganesan put on ceremonial attire and sat on the aisle, even though speaker Sivakumar was still presiding. BN lawyers argue that they had the numbers to elect a new speaker and had given adequate notice for the motion to remove Sivakumar.



The BN was worried that the house would legally have to be dissolved for fresh state elections by May 13, when a six-month deadline for the house to hold a fresh sitting would expire. People's Alliance leaders argue that the BN's actions in the assembly on Thursday were "illegal, illegitimate and unconstitutional". The proceedings were held even before the issue of who is chief minister of Perak could be decided by the courts. It all adds up to a constitutional and legal imbroglio, prompting many to call for fresh state elections to resolve the impasse. However, in view of its poor showings in recent by-elections, it is a prospect the BN seems reluctant to face.



One joke making the rounds is that the people of Perak are fortunate to be served by a bounty of two chief ministers and now two state assembly speakers. Najib's administration and his Perak colleagues may have won the power-play in Perak through the use of police force, but it will have come at a heavy cost in public perception and potentially longer-term support for the BN and Najib's previous "One Malaysia" call to national unity.



Many Malaysians who watched events unfold over the Internet saw uncensored police entering the Perak state assembly and physically removing the Perak speaker, his legs trailing on the floor as he was dragged out of the chamber and then held in a nearby changing room for a number of hours. Najib had received an earlier democratic blow when the BN lost two of three hotly contested by-elections held on April 7. Another by-election in Penanti is scheduled for May 31 and the BN is still of two minds about whether to field a candidate in a constituency that lies in People's Alliance leader Anwar Ibrahim's home turf on the island state of Penang.



Meanwhile, the controversy in Perak is expected to continue in the courts, though once ensconced in the seat of power the BN will not easily be dislodged with the machinery of power behind it. Najib's apparent zero tolerance of public protests and vigils, however, will remove an outlet for public disaffection over the lack of democratic reforms and raise the political temperature. At least two dozen people were detained in Kuala Lumpur, Kuching and Penang on Thursday evening when they attended vigils to express their concerns about the police raid in Perak. Less than one month on the job, Najib has shown a willingness to use force to ensure his political way and stirred strong doubts about his self-stated political reform credentials.

'Berikan kuasa kepada rakyat semula'

KUALA LUMPUR 12 Mei - Suruhanjaya Hak Asasi Manusia Malaysia (Suhakam) berpendapat krisis politik di Perak tidak dapat diselesaikan melainkan kuasa diberikan semula kepada rakyat.

Pengerusi Suhakam, Tan Sri Abu Talib Othman berkata, andaian tersebut berdasarkan beberapa kejadian yang berlaku selepas pelantikan Datuk Seri Dr. Zambry Abdul Kadir sebagai Menteri Besar diikuti kejadian pada sidang Dewan Undangan Negeri (DUN) Perak pada 7 Mei lalu.

Beliau berkata, Mahkamah Tinggi yang memutuskan Datuk Seri Mohammad Nizar Jamaluddin sebagai Menteri Besar Perak yang sah semalam juga menyukarkan proses pemulihan krisis politik di Perak.

Sehubungan itu beliau memetik kenyataan Yang Dipertua Dewan Negara, Tan Sri Dr. Abdul Hamid Pawanteh yang menyifatkan keadaan politik di Perak telah sampai ke satu tahap yang memerlukan rakyat membuat pemilihan semula.

"Artikel 21 Perisytiharan Universal Hak Asasi Manusia 1948 memperuntukkan bahawa kehendak rakyat akan dijadikan asas kuasa kepada kerajaan," katanya.

Beliau menyatakan demikian kepada pemberita selepas majlis makan tengah hari dan sesi perjumpaan Suhakam Bersama Media 2009 di sini hari ini.

Abu Talib menambah, mungkin masanya telah tiba untuk rakyat Perak diberikan peluang melaksanakan hak memilih semula kerajaan yang menjadi asas kepada hak asasi manusia.

Menurut beliau, hanya kerajaan yang stabil dapat memastikan hak untuk menikmati keharmonian dan mencapai kemajuan boleh dicapai.

Beliau juga berharap kerajaan di bawah kepimpinan Perdana Menteri, Datuk Seri Najib Tun Razak sedia mendengar perbezaan pandangan di samping bersikap toleransi dan menerima demonstrasi awam yang menentang dasar dan tindakan tidak popular.

PEGUAM DATUK SERI IR NIZAR AKAN KEMUKAKAN RAYUAN

IPOH: Peguam Datuk Seri Ir. Hj Mohammad Nizar Jamaluddin mungkin mengemukakan rayuan untuk mengetepikan keputusan Mahkamah Rayuan yang membenarkan penangguhan pelaksanaan keputusan mengisytiharkan beliau sebagai Menteri Besar Perak yang sah.

Salah seorang peguamnya, Leong Cheok Keng berkata, pihaknya sedang mengkaji kemungkinan tersebut.

Ketika ditemui di sini pukul 3.30 petang pada sidang media bersama Nizar, Leong berkata, pihaknya akan meneliti kandungan keputusan Mahkamah Rayuan tengah hari tadi.

"Kami sedang meneliti kemungkinan itu, kemungkinan itu (peruntukan undang-undang)," kata beliau sambil menambah, aspek masa rayuan dikemukakan pihak defenden juga akan diteliti.

Nizar pula berkata, beliau menyerahkan kepada peguamnya untuk memberi nasihat mengenainya.

Kira-kira pukul 1.20 tengah hari kelmarin Mahkamah Rayuan di Putrajaya membenarkan permohonan Datuk Seri Dr. Zambry Abdul Kadir untuk menangguhkan pelaksanaan keputusan Mahkamah Tinggi semalam.
