Letter to Penang CM, Mr. Lim Guan Eng – Is Penang truly a CAT government?
Dear Mr. Lim Guan Eng,
My
heartiest congratulations for your recapturing of Penang state.
I am a strong supporter of Pakatan Rakyat. Before I proceed,
briefly the following are my humble and little contributions for Pakatan
Rakyat:-
1). In 2008 General Election, I was the Ketua Paca for YB Raveentharan
(Batu Uban);
2). In 2008 Permatang Pauh Parliamentary by election, I offered my
house to be one of the Keadilan Bilik Gerakan for Datuk Seri Anwar Ibrahim;
3). In 2011 Sarawak 10th State Election, I went to Sarawak from 5th
April till 16th April using my own fund and fund given by Hashers to
campaign for the following candidates:-
i). Noraini Hamzah (PAS) - candidate for N15 (Muara Tuang);
ii). Willie Mongin (PKR) – candidate for N16 (Bengoh);
iii). Late Peter Ato (PKR) – candidate for N17 (Tarat); and
iv) Dr. Christopher Kiyu (PKR) – candidate for N18 (Tepedu).
4). In 2013 General Election, I went to campaign for Willie Mongin
– PKR candidate for P198 (Mambong), Sarawak from 27th April till 5th
May.
I
am not a politician but the reason I started to help Pakatan Rakyat
is because my biological son who is now 12 years was taken away from
me since 2008 due to unjust judiciary system. I made numerous
official complaints against four (4) High Court judges to the Chief
Justice, Prime Minister and Law Minister but it was like a “dog barking at the wall”.
I
am a double degree holder and a qualified lawyer but yet the court has
denied me access to see my own biological son. Even
a prisoner is given access to see their children. Where is the
justice?
Therefore,
I concluded that the only way to get justice for my case is to change
the government. So, I decided to help Pakatan Rakyat
since 2008. It was the most happiest moment for me and for
most Malaysians when Pakatan Rakyat captured five (5) states.
But now, it is sad that Pakatan Rakyat left with only three (3) states.
In
Penang, you only managed to capture one (1) extra State seat but loss
one (1) Parliament seat. Your popular votes
only increased from 63% to 66% in Penang. If your CAT (Competency,
Accountability and Transperence) government have truly delivered during
the previous five (5) years, I believe that you should have captured
more State and Parliament seats in Penang. Whatever emails, ceramahs
and evidence given to the Rakyat by Pakatan Rakyat (PR) in regards to
all the wrongdoings of BN government, still there are Rakyat who trusted
and voted for BN. Why?
I
just would like focus my personal encounter with you and your so-called
CAT government. With your CAT slogan, it sounds that Penang
government under your leadership is the most trusworthy and reliable
government in which all Rakyat can trust you and your government.
But after analysing your CAT slogan, it is my opinion that it is almost
similar to Mahathir’s slogan - BERSIH, CEKAP & AMANAH.
However,
I beg to difer from your view that you have successfully implemented
CAT principles in your Penang government. My two
(2) main facts and reasons are as follows:-
A. DIRTY ENVIRONMENT
IN SEBERANG JAYA, PENANG
1). On 22-04-2013 at about 10pm a cobra (“ular Senduk”) entered
my house compound but my dog and my father-in-law managed to kill the
snake. Thank God nothing happen to my six (6) year
old son from my second marriage. Can you imagine what
trauma I have to go through if the snake would have bitten my son,
1st son was taken away due to unjust judiciary system and 2nd son was
taken away due to your CAT government who did not clean-up my house
surrounding despite numerous complaints. I wonder your government is
truly a CAT government? This is the photo of the snake :-
2). On 23-04-2013 morning, I wanted to call for a press conference
but I stopped it because I didn’t want this issue to backfire Pakatan
Rakyat election campaign since I am a strong supporter of Pakatan Rakyat.
3). So I decided to write a letter to the YDP MPSP (Majlis Perbandaran
Seberang Perai), Puan Maimunah Mohd Sharif and went to meet her at about
4pm on 23-04-2013. Her secretary told me that I cannot
meet her without an appoinment. So I told the secretary
that if the YDP doesn’t want to meet me, then I have no choice but
to call for a press conference. Then the YDP decided
to meet me. She made me wait for 1 hour.
While waiting for her, the secretary came-out a few times asking for
some details and I saw at least four (4) officers walked in to the YDP
office. I presume that the YDP wanted to know the
details of my complaint and try to figure out what to reply.
4). At about 5pm, I was called in by the YDP and she told me that the
drain behind my house is under JPS and she will forward my complaint
to JPS. Then, I just told her that I have been complaining
about the dirty monsooon drain behind my house since 2004 and why MPSP
did not take any action till to date.
Then she told
me that I must understand that she only took office in 2011 and ask
me to give her an opportunity to take action.
Then, I showed
her the letter dated 16-05-2012 which was sent to her and cc copied
to Mr. Lim Guan Eng, Datuk Seri Anwar Ibrahim (MP for Permatang Pauh)
and Datuk Arif Shah (ADUN for Seberang Jaya). Only
YB Datuk Arif Shah contacted me, neither you or Datuk Seri Anwar Ibrahim
took any action although next to both your names I stated “SEBAGAI
WAKIL DAN PEMIMPIN RAKYAT, SILA AMBIL TINDAKAN”.
How come my voice who is a strong supporter of Pakatan Rakyat was not
heard by both of you although both of you are championing that “SUARA
RAKYAT, SUARA KERAMAT” :-
5). After seeing the letter, she kept quiet. Then,
I just asked her to acknowledge receipt my letter and told her that
if by tomorrow morning (24-04-2013) before 10am if she doesn’t do
anything about it, I will call for a press conference.
6). At about 7pm on 23-04-2013, Mr. Raju who acknowledge himself as
MPSP staff called my HP. He told me that he
will go to my house that evening itself and check.
Then, the next morning Mr. Raju brought a few workers cleared a small
portion of the bushes at the monsoon drain and laid sulphur at the boundary
of my house.
7). It has been more than one (1) month, the monsoon drain behind my
house is still not cleaned-up.
8). In your Press Conference Statement on 07-05-2013, you mentioned
the following :-
“we have delivered in the previous 5 years, we
shall continue to do so for the next 5 years”
You also claim that your CAT government have successfully
made Penang a Cleaner, Greener, Safer and Healthier than ever
in the past 5 years.
But on 21-07-2011, it was reported
in the newspaper that a 19 year old youth died in Minden Heights from
dengue.
9). What have your CAT government delivered? As for me you only
delivered a cobra snake (“ular senduk) to my house despite of all
my personal complaints to you about the “Dirty Environment” surrounding
my house which were as follows:-
1). My letter to you dated10-04-2008 :-
2). My email to you dated 18-11-2008 :-
3). My letter cc copied to you dated 16-05-2012 :-
10). However, till to date you did not respond and act on any of my
correpondences but on 07-05-2013 you claim that for the past five (5)
years you have delivered. Please Mr. Lim, “Practice What You Preach” and “Walk TheTalk”. There
is a saying :-
“You can fool some people, all the time,
You can fool all the people, some of the time,
But you cannot fool all the people all the time.”
11) Please look at the following photographs and tell whether your
CAT government have delivered and made Penang a Cleaner, Greener, Safer and Healthier
than ever in the past five (5) years?
12). If your government was truly a CAT government, you should have
appointed individuals who are competent, accountable and willing to
be transparent and NOT pushing the blame to others (JPS).
If JPS failed/refused to clean-up the monsoon drain behind my house,
MPSP who claim to be a competent and accountable organisation under
your ruling government should have done it and backcharge to JPS.
If JPS doesn’t want to pay the backcharges, MPSP should take JPS to
court. In summary, I pay my yearly assesment
to MPSP and it is the utmost duty of MPSP under your ruling government
to ensure the environment of my house is clean.
13). If we Penangites don’t pay our assesment, MPSP impose penalty
even one (1) day delay and if we still don’t pay, we are taken to
court. But when we complaint, your CAT government
don’t do anything about it. Looks like your CAT government
is more interested in collecting money from us rather than solving our
problems. What is the point of your CAT government
having RM1.2 billion when you are not able to solve your Rakyat’s
problem. Please be informed that the money your CAT
government has accumulated is valueless if you don’t use it to solve
your Rakyat’s problem.
14). I have travelled to US, Europe, UK, Australia, China, Taiwan and
Singapore which I strongly believe those countries have reached the
status of Clean, Green, Safe and Healthy environment but I have never
seen a single sign board advertising about it.
Mr. Lim, you offered yourself to be our Chief Minister and we Penangites
made you the Chief Minister. So, it is your utmost duty as our
Wakil Rakyat to ensure that our Penang is 100% clean and please stop
putting up billboards which is misleading and doesn’t reflect the
truth.
15). I suggest that your CAT government should immediately remove all
your false advertisements. It doesn’t make sense
at all! Please don’t waste our Penangites money
to put up billboards because you can use the cost of one (1) billboard
to buy one (1) month groceries for one (1) poor family.
16). In your presss conference dated 7-5-2013 you also
mentioned the following :-
“We will seek
and also make Penang a regional education hub by building Penang Learning
Centers in all districts and establish Penang as a center of excellence
for science and technology through the Penang Science Cluster and the
RM25 million Tech-Dome initiative. attracting world-class educational
institutions such as the Asian Women’s Leadership University (AWLU).”
“We are now
the most liveable in Malaysia and fourth best place to retire in the
world.”
If your Penang is still dirty, how can you attract
world-class educational institutions and make people to retire in Penang?
I believe you can only attract rats, snakes, iguana, etc. which is
happening in my house. Please get the basic right
in ensuring that every Penangites truly enjoys a Cleaner, Greener, Safer and Healthier
environment before attracting others. Since the day I came to this world
and since I started schooling, cleanliness was the most important subject.
Even you have agreed with me in your speech whereby you said “making Penang liveable by being clean, green safe
and healthy remains top on our agenda”.
So, I sincerely urge you to “Practice What You Preach” and “Walk The Talk” .
B). SG. NYIOR TOLL
During the 2008 election, you have made the Sg. Nyior Toll as
one of the major issue for your election campaign – “TOL SG. NYIOR-BN
HISAP DARAH”. Since you have been promoting CAT
principles, please explain during the past five (5) years what are the
actions/steps you have taken to abolish the Sg. Nyior toll in your capacity
as the Chief Minister of Penang and Member of Parliament for Bagan.
This is the letter dated 16-5-2012 which I have written to you but you
didn’t reply at all. Where is your ACCOUNTABILITY?
In conclusion, I have to call for this press conference because you
did not take any action despite my numerous letters to you until a cobra
snake entered my house compound. I just hope
that you will take this letter in a POSITIVE and CONSTRUCTIVE manner
and do something about it rather than pushing the blame to the Federal
government. I believe that Penang
state government has enough fund to clean-up Penang and buy over the
privatized highways from the concessionaires. If the
fund is not sufficient, then I suggest that you raise fund from the
Penangites llikewise your party did during the recent election.
Mr. Lim, before you want to capture Putrajaya, please fully concentrate
and resolve all your Penang Rakyat’s problem which is within your
means. Please remember charity begins from home
and leadership is by example. I believe once you have proved
yourself as a competent leader by truly cleaning-up Penang and removing
Sg. Nyior toll, all the Rakyat from Penang and other states will look-up
to you and will definately give full support to Pakatan Rakyat in the
next election.
At the end of the day, we Rakyat wants a leader who are truthful with
full of goodness and character/integrity but NOT a leader to have only
“appearance” of good. Singapore which was
part of Malaysia is now rated as one of the cleanness country in the
world is because of their leaders who physically took the lead in cleaning-up
Singapore. If your CAT government don’t have the
knowledge to clean-up Penang, you can seek help from Singapore government
to guide you and teach you the system.
I suggest that the MPSP should stop collecting assessment from the
residents in Taman Sembilang, Seberang Jaya until they have cleaned-up
the places which I have highlighted in this letter.
I hope without any nepotism and cronyism practices, your CAT government
will act on it immediately on an urgent basis by appointing COMPETENT,
ACCOUNTABLE and TRANSPARENT individuals who are qualified, sensitive
and compassionate towards Rakyat’s problems and have the willingness
to resolve the problems at the shortest period of time.
However, your CAT government has been given another five (5) years
to prove yourselves and I hope that your CAT government won’t be end
up being labelled as a “PUSSY CAT” government.
Because if the environment in Penang continues to be dirty, it might
end up as a breeding place for more stray cats like this:-
“Health is the greatest gift,
contentment the greatest wealth, faithfulness the best relationship.”
